人口快速且大量的老化是目前已開發國家共同面臨的問題與趨勢，其所帶來的老人照顧問題更是一大衝擊，當社區照顧已成為老人照顧的主流模式，推廣「在地老化」的同時，提高社區老人照顧的生活品質將是福利服務輸出的重要目標。 本文嘗試以「台南縣社區照顧網──村里關懷中心計畫」的服務模式為例，探討現今台灣社會在社區照顧實務運作過程中所面臨的困境，並提出鉅視面（福利政策、制度層面）與微視面（福利服務執行層面）的建議。

The rapid and tremendous volume of population aging was a very common trend and problem in most of the developed countries.It has great impact on policy of the care for the aged population.The model of “aged people to be cared right in the community” has become the main stream.While this “ Caring the aged in the community” model was promoting, the living standard and quality of those aged population still is the main concern for the social welfare services. The author tried to examine “Community caring network－Village Caring Center Project in Tai-nan County” and to explore some obstacles in the practice of community caring in Taiwan society.Some comments both on macro level (social welfare policy and institution) and micro level (social welfare services practice) have been made.
