近年來，觀光策略大規模且快速地在臺灣的鄉村地區擴展開來。鄉村旅遊被視為鄉村地區社會與地域再生的有效催化劑；在實證經驗上，鄉村旅遊也確實為鄉村經濟與再發展帶來具體的成效與新的發展機會。本文植基在國外鄉村旅遊發展經驗基礎上，透過文獻的比較分析，以及蒐集臺灣鄉村旅遊發展現況的資料，嘗試檢視臺灣鄉村旅遊發展策略的問題與危機，並據以研擬未來的策略方向。在結果上，除強調行動者的網絡基礎，為推動鄉村旅遊發展和凝聚共識的關鍵外，建立一個鄉村旅遊事業從資源、創意、生產、到行銷的邏輯概念，以及社區參與、教育訓練、適度預算編列或稅收的課徵，都可以作為臺灣推動鄉村旅遊發展的參考。

Recently, the tourism development has been emphasized and as a catalyst to recall social consciousness, and push revitalization in rural areas of Taiwan. This paper based on foreign experiences tries to diagnose issues and arguments of Taiwan's rural tourism by discussing changes of rural development and reviewing empirical studies. It is also expected to propose suggestions for promoting the rural tourism in Taiwan. In the results, this paper highlights actors' networks for promoting the rural tourism. It also points out importance of resources, creations, marketing, community participations, educational and training programs, and financial budgets or tourism tax which should be considered in developing the rural tourism.
