城市人口持續成長，土地資源有限，加上科技進展，促使城市建築日趨向高空延伸，城市構造隨之高層化及多元複合化，而高層建築物人員、財務集中，如果發生重大災害，所造成之損失，影響層面既深且廣，本文側重火災搶救當下，不論是指揮官或是所有參加救災人員應切身了解並熟悉之「搶救SOP」之探討，並以日前發生在臺中來金沙商業大嬃火災為例，文中分別以我國消防署訂定之SOP及美國鳳凰城訂定之SOP做為搶救依據加以檢討，從檢討過程中發掘問題，再從國內外現行SOP予以分析比較，試圖給予我國高層建築物搶救SOP有效之建議，提升高層建築物火災搶救效能。

With the increasing of urban population continuously, the land resource limited impel the urban architecture to extend becoming to the high altitude, the high-rise building is compound and compound and melt, people, property are centralized, if the great calamity takes place, the losses caused, influence aspect are deep and wide, this text, no matter the commander or all participated in the personnel should understand and know well the “standard operation procedure” by analyzing and comparing from the present standard operation procedure both at out country and abroad, attempt to offer some effective suggestions for our standard operation procedure.
