澳洲高等教育自1980年以來採用競爭、私有化與市場化為理念，根本轉型了澳洲的高等教育，特別是挑戰傳統的大學教育本質與角色。而2002年以來聯邦政府更積極地以財源與經費補助方式控制高等教育改革方向，訴求永續發展、品質、公平與多元性四項願景。當高等教育「市場化」已然成為一種全球趨勢、資訊與溝通技術有效地創造「無國界」的世界時，高等教育知識及技術研發與傳授的本質，被附加了經濟與國家發展的使命。為此各國政府多致力於投資與發展高等教育，以參與冷戰以來的「無戰場」的征戰。澳洲政府也正全力以赴，企圖透過連串改革以累積高等教育「資本」，做為全球經濟競賽的籌碼。

The reform of higher education in Australia begun in the 1980s and gone through a radical trans formation to a stronger competition, privatization and marketing. Since the beginning of 21st century, the Australian government intensified the reform by pushing forth the agenda "Our Universities Backing Australia Future" according to which sustainability, quality, equity and diversity are taken as the guiding principles. This paper studies the process of policy making as well as the arguments pro this policy of the Australian government.
