大學是擁有最豐富、最尖端知識人才的重要智庫，高等教育的發展深刻影響與引導國家競爭力的發展。本文首先回顧美國高等教育的文化背景，探討高等教育史上重要的里程碑政策，接著分析歸納其發展的特色與日久積弊所形成的隱憂，以及美國聯邦政府未來重要的高等教育政策。本文研究發現，美國以明確的政策與特別的預算用心扶植高等教育，聯邦政府並且投注大量經費支持各大學從事研發，企業界也踴躍在大學贊助成立研發中心，這些都是美國國家力能較其他國家更茁壯、更快速發展的原因，也值得我國學習。
This paper studies the policy, the new trend as well as the challenge of American Higher Education. The active engagement of the American government with its pragmatic policy and generous funding, as well as its encouragement of private sectors to invest in education have steered American higher education towards a close co-operation between research, business and education. Such policy enables America to strongly compete and rapidly develop. In our view, Taiwan should learn more from this policy.
