This study defines civilian participation in library affairs as the authorization of partial or complete transfer of library operations to civilian agencies. Through this study, it is hoped that the modalities of how libraries promote civilian operation will be further understood. In the case of the Taipei Public Library, it is also hoped that an efficient management in human resources and economization of governmental funding will be yielded as a result of its direction in operational management, while providing a referential example to other public libraries in Taiwan.
