Recently, the government in Taiwan has been making great efforts to initiate privatization and contracting out of parts of government operations. Most of privatization and contracting out targets are not closely involved in public authority and are also not the core work of government. Public libraries are now facing the condition of work expansion, budget reduction and insufficient workforce. Therefore, they start to think about how to outsourcing public library functions and provide better services to readers. This article briefs the basic theories of government privatization and contracting out and explores the library outsourcing practices including feasibility assessment and mechanism of contract monitoring. It could provide a reference for public library managers.
