This paper reviews the development of the education of human rights and democracy in Taiwan. It first reconsiders why and how the ideas of human rights and democracy are not well founded in Taiwan's society and its educational sector. It is followed by an analysis of theories on human rights and democracy education, their origins of international consensus, as well as how the present situation and strategy should be corrected and adjusted. A few suggestion on the future of Taiwan's human rights and democracy education are given in the conclusion part.
