隨著正常化和去機構化等哲學理念的興起，愈來愈多的身心障礙者得以生活在一般社區中及參與社區活動。因應身心障礙者融入社區生活而提供適切的無障礙環境，不僅是一種社會正義的表現，更是一種對人權的尊重，而世界各先進國家，無不紛紛透過立法來保障身心障礙者的基本權益，並致力於提高身心障礙者的生活品質與社會參與。 本文旨在整理國內、外法規中，與身心障礙者社區居住環境建設相關之法律條文及論述，以檢視目前相關法源的內涵及提供作爲身心障礙者社區居住相關政策之參考。

With the implication of the trend of normalization, more and more individuals with disabilities can live in the communities. In this article, laws about the environmental accommodations for people with disabilities living in the communities in Taiwan and those in the United States of America are included. Comparisons of laws between the two countries are also discussed.
