面臨著IC與電腦週邊產業的利潤下降與大陸市場興起的威脅,使得政府在2002年提出「兩兆雙星」計劃,以提升光電產業的競爭力,進而帶動台灣整體經濟的發展。本研究透過資料包絡分析法與麥氏生產力變動指數分析,比較2003-2005年光電產業中的光碟片、光碟機與LED廠商的經營效率與生產力變動。選取光碟片、光碟機與LED產業中,公開上市上櫃之廠商爲樣本廠商。本研究結果發現,在整體之技術效率方面,光碟機廠商最佳,其次爲LED廠商,表現最差的爲光碟片廠商。就純技術效率而言,表現較不理想的廠商是光碟片廠商,應在行銷與營運等技術上進行改善。在規模效率與規模報酬方面,光碟機與LED廠商則擁有較少的最適規模效率廠商。在差額變數分析方面,整體的產業都需要減少研究與發展費用,代表我國光電產業在研發費用和資源使用上普遍性不夠效率,應減少在研發資源浪費和強化R&D的成功。最後,發現在2003-2005年光碟片、光碟機與LED廠商的生產力皆下滑,表示國內的光電廠商,在刺激銷售之餘,應追求整體生產力的提升。
Owing to the threat of declining profit of Taiwan's IC manufactures and rising competitors in China market, as well as the potentiality of Optoelectronics Industry, government proposes the policy of "two thousand billion for two industries". This study examines the efficiency of CD-ROM, Compact Disc, and LED industries using Data Envelopment Analysis and Malmquist Productivity Index. The samples are selected from the published companies in Taiwan and the data are gathered form Taiwan Stock Exchange from 2003-2005. The result findings reveal that the best one of total efficiency is CD-ROM industry. Regardless of pure technical efficiency or total efficiency, the worst is Compact Disc industry. Accordingly, Compact Disc manufacturers should improve their selling and operating efficiency to decrease the waste of recourse, and fully exploit the expenditure and resource focusing on R&D. Moreover, the findings of this study suggest manufacturers not only make effort to enlarge the amount of goods sold, but also attach importance on strengthening their productivity.
