貨幣聯盟在執行貨幣政策與聯盟會員國在執行財政政策時，首先考量的是政策的「法則性」或「權衡性」其次則是因為政策執行的順序不同，所以產生了貨幣政策與財政政策同步執行的Nash均衡解、貨幣政策領導解、與財政政策領導解等等。本文主要應用賽局的方法，求解在各種均衡下，所對應的通貨膨脹與產出水準為何，並說明聯盟央行在透過對會員國的道德、勸說與政策宣示後，可以明顯的改善產出水準，並達成預定的通貨膨脹目標。

The first consideration of the currency union is the policy commitment versus discretion when the currency union implementing its monetary policy and members of union implementing their fiscal policy decisions. However, since the different process of implementing policies, our model will generate different solutions, including Nash equilibrium (i.e. Monetary and Fiscal policies work simultaneously)、Monetary leadership equilibrium、Fiscal leadership equilibrium. The primary intention of this article is to apply game methods to figure out the output level as well as the inflation rate in all equilibriums. Furthermore, through moral suasion and policy announce mechanism, the central bank of the currency union could also improve the output level obviously and guide the inflation rate to locate in the target.
