由於我國政治的民主化與法制化、經濟環境的自由化與國際化、社會的開放化與多元化，促使我國社會環境產生急劇的變化。而公立學校的經費及學生來源受到保護及學校教育人員對公共關係的誤解等，導致學校公共關係一直被學校所忽略。 以系統理論的觀念來剖析，學校是一個開放的系統必然受到社會大環境的影響。而今新的教育思潮不斷的湧現，積極推行「創新教學九年一貫課程」、「多元入學方案」、「教訓輔三合一整合方案」、「家長參與學校教育」等的大型教育改革，連帶著「課程統整」、「學校本位課程發展」、「教育相關法規」等均進行改革與修訂。這種教育政策上的發展與演化，若能鋪陳出一個瞭解與支持的社區文化，則能收事半功倍之效。而在許多相關研究中發現，公共關係的推展皆強調對外或對內的雙向溝通。然而在現代社會中，人與人之間的關係日漸疏離，學校內部教職員彼此間有因溝通不良引至衝突不斷、對社區交涉亦缺乏溝通技巧或人際關係的專業能力，造成成員士氣低落，影響學校教學或行政之運作。 本文旨在探討學校公共關係的內涵及實施。首先以文獻探討方式來歸納及分析學校公共關係的理念及意涵，再以學者的研究理論依據去建構學校推展公共關係的原則及實施步驟，最後探討推展學校公共關係的具體方法來作為國民小學建立良好公共關係的參考。

Public relation has been emphasized since its rise in twenty century. But the protection of public school fund and source of students together with the distorted opinion of public relation cause the ignorance of school public relation by faculties. Education is a subsystem of social system according to system theory. Education is also an open system which could not separated from politics, economy and society. It would be very subservient to educational reform, should we have good school public relation. Many related studies have shown that bad public relation checked the effect of teaching and administration in schools. This study aims at exploring the meaning and practice of school public relation. First, it induces and analyzes the true meaning of school public relation from many related references. Next, provides principles and guidelines for constructing excellent school public relation based on theories of scholars. Finally, transforms principles and guidelines to concrete steps to construct excellent school public relation.
