「人類安全」(Human Security)是國際關係研究中的新概念，它的提出是對全球化與冷戰結束的直接回應，並且受到學界與政治領域的關注。人類安全凸顯了安全並非一成不變的概念，安全的內涵應該反映當代人類生活的脈絡。人類安全一詞提出迄今已十三載，其國內外相關文獻研究者不乏其人，所側重解讀面向也均不同，本文試著有別於先進研究成果，對人類安全提出新的研究思維，論述主軸包括：一、再強調以「人」(people)為核心的人類安全。二、以人權與人類安全關係說明一種新安全規範在國際社會中形塑。三、以人與環境關係佐證一種「以人為本」的安全觀出現。四、對於國際社會對人類安全所提出的幾個質疑予以回應。
The end of the Cold War gave way to globalization which has fundamentally changed many existing paradigms in the Social Sciences. New Ideas such as comprehensive Human Security have emerged in the modern globalised era. In modern thinking Human Security comprises not merely basic physical security but also economic, emotional, freedom from fear and other aspects of human well being. In the past decade and more, many scholars have attempted to study human security within the above expanded conceptualization. This article takes the modern human security approach to demonstrate the inevitable coming of a global regime on the environment and human rights. It also attempts to explain the gap between what leaders expect toe achieve and what they actually achieve. It further demonstrates the benefits of not having a globally acceptably definition for human security.
