The main purpose of this paper trying to understand identity consciousness of Taiwanese during the Japan-ruled period through reading Cai Pei-Huo. Form his view, we can know the discourse of identity can beyond be the limits of states and nations. He begins from the idea of "Oodoorakudo" criticize the policies of Japan. Though political participation in the movement of petition for Council, he also noticed that the rise of Taiwanese consciousness. Although the movement failed, it still had enormous effect upon Taiwanese consciousness. Cai Pei-Huo not only as a Taiwanese, but also as a foreign student in Japan. During his study at Japan, he was aware of the idea of "Oodoorakudo", which is the way to solute the different concept of Japan and Taiwan identies for him. Through the identity of "East-Asia", it can mitigate the tension between Japan and Taiwan Island, become the bridge of peace in East-Asia.
