If the three fourths of the population in a country have been named as “weak group”, it would be ensured that there must be something wrong on its national policies, laws, as well as on its organism. Unfortunately, such kind of matter has happened in China, that is, the so-called “three agriculture-relating problems”. For, in my opinion, the problems are the structural ones politically and economically in our country, my paper begins its discussion from penetrating into the free inherence of the agriculture, which consists of the base for the subsequent considerations on the problems of social and historic position of farmers, the arguments of the policies, etc, and, as final claim of my presentation, the would-be legal solutions.
