Nowadays the internationalization of higher education is becoming a key element in responding to globalization impacts and in highlighting its lucrative aspects. As results, a cademic exchanges of students, teachers and research projects among universities of different countries are increasing, and the acceptance of foreign contribution to education system is very much welcomed. They help to develop capacity to compete with universities of other nations. Aware of this fact, Spain continues to reform by creating new strategies to improve the quality of university education. One part of our project is to evaluate every aspects which make Spanish universities successful. By focusing on the services relating to international relationships, we wish to point its importance. This paper aims at evaluating the strategies for the internationalization of the university. It includes: (a) specific measures that both government and universities have to take to boost the degree of internationalization; (b) the structure and operation of evaluation of internationalization; (c) the suggestion of how the government should evaluate, and of what universities have to do to this matter.
