隨著國際間消費者保護觀念的日益加深,對工廠雇主在採購機械器具設備時,也應當享有產品安全保證的履約保障,所以製造商已不可僅追求自身的利潤而枉顧機器操作者的安危,勞工而更有保護。本論文蒐集國內、歐盟、美國與日本等四國(聯盟)相關安全衛生及安規檢驗之法規、準則與檢驗指令等資料,並針對國內安全規格檢驗法規做分析。接著設計安規檢驗之調查問卷初稿,商請國內對本領域相關之產、官、學代表共同研商問卷,接著對國內與外資事業單位300家郵寄書面問卷調查,以及700家進行電子式問卷調查(以發送電子郵件e-mail的方式進行),將所得之結果彙整與分析。本研究比較中華民國、歐盟、美國與日本之「機械安規檢驗」現況,分析結果如以下各點。 (A)我國對本質安全觀念尚不足:我國應加強對設計、製造者的本質安全觀念,是我國推行安規檢驗重要的課題。 (B)CE制度提供國內很好的參考:將來「機械安規檢驗發展成國內標準,不僅廠商取得類似於CE之標示,而藉由取得驗證時所推動之管理系統(如ISO-9000)。 (C)國際標準組織ISO已將歐盟有關機械安全之指令轉換成國際標準,日本亦已將ISO部分法規陸續轉換為日本國內法規。
