二十一世紀初期,因為高等教育機構本身在教學素質和研究水準的低落, 快速社會變遷的衝擊企業界與經濟發展的需求和學生來源的多元化和要求的改 變,以及面臨著來自其他老牌先進國家、亞洲新興國家的挑戰與威脅,英國政 府掀起高等教育波瀾壯闊的改革行動。因此,英國高等教育改革的目標在於: 提升高等教育的教學與研究水準、擴充高等教育的參與人口、滿足人民與企業 界的需求、整合高等學術與技職教育、促進經濟發展和提升勞動力的素質與層 級。為達成這些目標,英國高等教育改革的主要包括入學制度、學費政策、學 位授予制度、大學財務、技能訓練課程、技職教育取向、與促進國際合作及銜 接。這對當前正大刀闊斧進行高等教育改革,以及面臨高等教育發展瓶頸的台 灣,有相當值得借鏡的價值。
This paper is to explore the higher education reform (HER) in the UK between 2000 and 2008. The influential factors of this reform can be divided into two categories: the internals and the externals. Amongst those, the most impressive and influential factor is the challenge and pressure from the advanced developed countries and the newly developed countries form Asia. Therefore, the objectives of British HER are: to improve the standard and quality of teaching and research of the institutions, to widen the participation into higher education, to meet the needs and demands from the people and the business, to improve the competitive capacity of British economy, and to promote the skill level of the adult. In order to reach these objectives, the British government focuses on the application and admission system, tuition fee, degree-awarding system, vocational training and skill courses, merging academic-oriented programmes with vocational-oriented programmes and international co-operation. Since Taiwan is pursuing education reform, it is helpful to take the British HER into consideration.
