This research employs the conceptualization approach of social capital to establish a theoretical and operationable model via the though of social, cognitive, organizational and social proximity explored by the related references. Meanwhile, use Hsinchu area for case study to investigate how the talent community exploits community interaction and network relations to acquire and diffuse various innovation knowledge and activities, and form the innovation environment in intangible perspectives. Moreover, this work will asses the importance of the configuration of community networking in cluster via case study. Especially looking at differences in the sign, growth, origin and innovative characteristics, and in the role or otherwise of both local collections leaning processes and global networking as possible key influences by social capital. Furthermore, in order to sustain the competitive advantages of cluster, besides the promotion of physical environment the sustainability of social capital and community networking plays the key role among the resignation of strategies of industry potential environment. This work will conduct a deeply study for the condition and the result will be an important indicator for establishing industrial environment.
