本研究目的在分析台北市、新竹市、苗栗縣與台南縣智障者社區居住與生活方案形成暨整理出地方政府政策形成輸入與輸出模型。資料收集含次級資料分析、訪談關鍵人物與自擬開放式問卷，時間自2003年六月至2005年五月。研究發現方案形成輸入與過程因素包括：案主與社會需求、法案、財源、內部組織專業力與相關資源、首長、議會支持及民間團體參與等；輸出結果四個地方政府相同處爲皆以訓練智障者獨立生活爲目的及選擇性之服務對象；財力較豐厚之台北市與新竹市，由市府規劃委託民營，前者以立案機構，後者以「方案」執行；苗栗縣與台南縣幅員廣、資源與財源貧乏，由民間自行發展。建議中央政府支持地方政府因地制宜，自主規劃方案滿足地方特殊性需求。
The study aims to explore factors that influence the development of the community living programmes for adults with intellectual disabilities (ID) in four local authorities including discussing the policy input and output model of local government policy formation process. We used secondary analysis, key informant interviews, and open questionnaire to collect data from June 2003 to May 2005. Results revealed that, users' needs, legislation, finance, expertise and resources, the support from the local council, and the participation of non-profit organizations, are the main factors influencing the development of the community living programmes in the four authorities. As for the output of the programme, these four localities are similar in defining their target group for service as adults with ID. Due to differences in political, social and economic aspects, they have different delivery systems. Central government involvement is essential to empower local authorities to design programmes which suit local needs.
