Abstract This paper explored the education evaluation between central government and local government in Taiwan’s compulsory education, from the perspectives of education evaluation related regulations, evaluation models, and policy implementation. It was first revealed that the current education evaluation related regulations were: designing, monitoring, statistics, evaluation, negotiation, and ensuring minority rights. Secondly, when analyzing these education evaluation theories in the policy-implementing context, a variety of education evaluation criteria, tools, and models were applied. Moreover, when implementing compulsory education policies, the programs executed in local governments would be different. Finally, the education inspection project was taken as an example for the illustration of this relationship.
