本文嘗試喚醒瓦爾特「威脅平衡」理論的探討與應用，並以台灣的大陸政策演變作為個案研究。重建後新的威脅平衡理論，以威脅來源的「威脅能力」、受威脅國的「地理位置」與「相對強弱」，以及受威脅國間行為偏好的共同性，來解釋受威脅國在抗衡與否上的選擇。從此本文發現，在1993 年以來，以短程彈道飛彈武力的擴建為準，大陸的威脅能力持續上升，並在2004 年間達到了台灣所無法單獨對抗的程度。而在地理位置上，台灣亦極度鄰近大陸，但同時與台灣分享相同行為偏好的國家，卻只有南韓、越南、寮國、與泰國，無法形成有意義的抗衡聯盟，迫使台灣的大陸政策趨向不抗衡。此一推論正與台灣實際的大陸政策，在2004 年前後兩個時段的方向變化相吻合，重建的新「威脅平衡」理論已獲得了初步的驗證。
