Since the 1980s, kike other countries, England has gone through comprehensive educational changes in higher education system. Up so far the UK is facing with increasing competitions from international and its leading position is seriously challenged. The British government is pondering what a world-class higher education for the future should look like and what policies and measures should be needed or improved. For such purpose, industries of different sectors were invited to voice their opinions, while scholars were commissioned to map out the policy of high education. The issues of intellectual property, research, teaching, experience, performance, part-time studies, E-learning, research careers, universities' link with schools in STEM subjects, academia and public policy making, and demographic change must be carefully studied. Our research concludes that the reform framework initiated by the UK may be implicated in our education. Holistic and systematic planning, long-term visionary planning, the decision-making engagement of diverse stakeholders, multi-dimensional policy recommendations, and the joint efforts among the governments, related agencies and universities can be modeled after the British model.
