中國在經濟持續高度發展而與世界市場關係愈形密切之際，積極向外尋求能源以滿足國內的需求，其在2004年取代日本成為世界第二大石油消費國後，國際上出現「中國能源威脅」的論調，意味著北京的能源外交作為對於未來世界能源供需與安全存在著重大影響，而中國對外競爭能源的對手中，以與日本的關係尤獲關注，此乃涉及雙方在領土爭議、歷史情結、能源消耗以及安全戰略上認知的複雜關係，本文將從地緣政治經濟觀點，探究中、日兩國在經濟發展、權力政治與能源外交上的競爭關係，亦探討以合作性安排或機制避免衝突以確保能源安全的可能。
