本文以薄富爾（Andre Beaufre）的「行動戰略」為基礎，從外部環境與內部環境的分析，來看臺灣在「中國東協自由貿易區（東協10＋1）」成立後應採取什麼樣的行動戰略。在行文安排上，首先說明薄富爾「行動戰略」相關概念，繼之以行動戰略的概念來安排撰寫本文的概念架構。在論述外部環境時，以東協所認為的亞太區域，即東亞為主，對象則包括東協「10＋3（中、日、韓）」。內部分析則將與日本有同盟關係之美國納入，因為兩岸關係事實上是鑲對於「國際因素」的政治權力結構，美日在東亞戰略對臺灣謀求國際空間的舉動也會有所牽制。最後則透過外部與內部環境來實施「政治診斷」，擬定出政策目標；然後再經由「戰略診斷」來分析在東協「10+1」，甚至是未來的「10+3」自由貿易區成立後，臺灣應有的行動戰略。

Based on "Strategy of Action" of Andre Beaufre, this article will discuss the strategy of action that Taiwan should take after the establishment of China-ASEAN FTA by analyzing the external and internal environment. First of all, it will illustrate Andre Beaufre’s concept of strategy of action, and then adopt it to arrange the structure of this article. When discussing the external environment, we will focus on Asia and Pacific region, namely East Asia, including ASEAN, China, Japan and South Korea. As for the internal environment, it will focus the US, which has an alliance with Japan because the US and Japan’s East Asian strategy would have an influence on Taiwan’s strategy of seeking international position. Then, this article will draw the policy objectives by implementing diagnostic of politics via the external and internal environment. Finally, it will discuss the action strategies that Taiwan should take in the ASEAN "10+1" and "10+3" era.
