綠色產業對我國永續發展具有巨大的貢獻價值，是我國境內企業與社會獲取「雙贏」經濟與社會效益的一種策略性產業。因此，本文採用賽局理論分析，探討我國政府優惠政策、基礎環境與綠色企業投入的賽局均衡關係，為我國政府關於發展我國綠色產業的制度安排與激勵提供決策依據。研究結果顯示，雖然，在我國綠色產業發展的起步階段，加大境內的優惠政策的力度是必要的，但是要使我國綠色產業較快地發展，從長期來考慮，應側重於努力提高我國環境最適化程度；而對我國環境最適化程度的提高其關鍵在於如何更快地促使我國基礎環境完善，從長期角度看，基礎環境的激勵效應將遠大於其優惠政策激勵，基礎環境是我國綠色產業發展的最終激勵力量。我國政府應努力從制度創新、技術創新出發，來盡快完善我國綠色產業發展的基礎環境，提高其環境最適化水平，進而推動我國的綠色產業永續發展。
