以醫院為基礎的危機管理與災難緊急醫療應變機制，已成為國內醫療機構自身與各類重大災難應變與緊急災難醫療救護重要環結之一，社會工作者在急診醫療專門領域除已日漸建立其專業的業務範圍與角色分工，並也逐步累積在災難防治與救援的運作體系的寶貴的經驗。本文擬從災難醫學與緊急醫療的角度和文獻論述的方式，回顧與整理醫院社工部門參與之災難救援經驗事例，進一步思考在國內災難醫學與緊急災難醫療救援專門領域發展與建構過程中，醫院社會工作未來如何有效整合進入整體災難緊急醫療救援系統，以發揮其社工專業的特長，提升災難救援團隊效率與救災的效能。故探討的主題包括有：1.災難與災難醫學相關概念之界定2. 以醫院為基礎的災難回應型態與社會工作介入3. 醫院社會工作者災難救援任務與角色功能。期待以此為基礎，作為後續災難社會工作實務與學術探究的起步。
The issues of the crisis management and emergency medicine disaster response have been emphasized as key elements in various levels of hospital organizations. In Taiwan, the hospital social workers have been involved in different types of disaster events in their hospitals, and have accumulated precious experiences. Through the author’s practical experiences and literature review, this paper will discuss the development and evolution process regarding the hospital-based disaster response and the intervention of social work profession，then the perspectives of the disaster medicine and crisis management will be used. The issues to be discussed are: (1) definitions of the disaster and disaster medicine related concepts; (2) the hospital-based disaster response types and social work intervention; (3) the hospital social workers’ roles and functions on disaster relief. Hope this paper may serve as a basis for further development on practices and academic investigation on disaster social work.
