大致上，從1949年起至2003年江澤民交棒為止，中共海軍的發展可以區分為五個時期，第一是1949年-1960年，第二是1961年-1974年，第三是1975年-1984年，第四是從1985年-1992年，第五是從1992年至2003年。這五個階段的發展路線也反映中共在海洋戰略思想上的差異。概括言之，第一、第二階段戰略思想是屬於褐色水域(brown water)，第三階段與第四階段是屬於綠色水域(green water)，第五階段則代表著由綠色水域朝向藍色水域（blue water）進發。

The development of Communist China’s navy from 1949 to 2003 in strategy can be separated into five phases. The strategy at the first two stages(from 1949 to 1960,and from 1961 to 1974) was focused on “brown water”.The strategy was shifted to “green water” at the second two stages(from 1975 to 1984,and from 1985 to 1992).The strategy at the final stage (from 1993 to 2003) was heading to “blue water.”
