Taiwan's society has been aging. According to statistics compiled by the Department of Household Registration (Minister of the Inferior), as of November, 2008, the over-65 population had reached 2.39 million-10.4% of the total population. The past several years, the Taiwanese government has attempted to execute social welfare policy to face the challenges of an aging society. As an example, the ”Community Care Sites Plan” has been in operation, since 2005. This Community Care Sites Plan should, at this juncture, be analyzed for its past efficiencies and potential future directions.In order to analyze the apparent impacts upon the lives of the elderly resulting from the Community Care Sites Plan, this research adopts a quantitative research method, which uses sampling investigations on 500 65-year-old people from Kaohsiung County who have received benefit from the Community Care Sites Plan.The main concepts of the questionnaires are referred to the ideas of ”the social quality index” developed by EU. The statistical methods like number distribution, t-tests, analysis of variance, and regression analysis are selected according to the questions and the data sorts. Through the data analysis, we can understand the situations of four directions, social economical security, social tolerance, social coherence, and social empowerment for elders, discover the relations between the items, service qualities, involving situations of elders, and community social qualities of Community Care Sites services, and further explore the suitability of the ”Social Quality Index,” developed by EU, which is extensive used in community care sites in Taiwan. Consequently, the Community Care Sites would be urged to extend the services levels, inspire new ideas for local innovative services, and reach the purposes of sustainable developing the community welfare services works.
