The article introduced the definition of reading by the measures of reading performance, literacy and attitude and the factors related to reading performance. The reading performance of different types of disadvantaged students on the basis of factors was discussed. The attitude toward the reading problems of the disadvantaged students was illustrated by different cases, which leads various actions to face the problem. Three suggestions addition to the effective intervention to reading were made in the end: early prevention, sufficient resources for the disadvantaged and effective implementation, the provision of the friendly and supportive reading condition.
