本文論述科技發展政策評估體系建構應基於國家創新體系之理論架構：包括經濟成長理論、創新理論、變遷理論，以及成本效益原理之分析；科技發展政策決策支援體系之決策構面，主要包含(1)科技發展之政策與方案之衡量與評估內涵；(2)衡量科技發展及政策改進與資源配置之指標建構；以及(3)科研計畫與科技政策銜接的評估基礎與政策建議。本文論旨基於國家科技政策與科技發展，影響國民生活、產業水準、國際合作與總體經濟福祉。在全球化知識經濟社會發展與技術創價的循環經濟體系中，政府決策對於科技資訊、科技政策成果及效益的重要性，影響未來國家發展。建構科技發展指標之衡量架構與政策管理，能有效形成國家科技政策與研在於發能量之創新體系，同時完善創新治理。本文建議科技發展評估體系建構對於科研管理體制知識及資訊架構之需求，固然基於促進經濟成長的科技政策，但需具備可茲依賴的資訊基礎。

This research paper focuses on the application of theory in national innovation system, economic growth theory, innovation theory, the change theory and cost-benefit analysis for the formation of science and technology policy support system. Before the construction of the policy-making support system, the structural contents must be identified, as included as the context of measurement on science and technology development, the establishment of science and technology index system, and science and technology program with program evaluation and the linkage with policy-making. This paper recognizes the need for reducing the gaps in between policy formation/decision and R&D program implementation. In particular, as the engine of promoting on intangible or tangible capital formation, the various science and technology programs initiated by many governments have demonstrated the value of evaluation in combining with the establishment of information-evaluation system. However, the feasibility for constructing on the decision support system relies heavily on the policy evaluation mechanism and reliable information system. To be feasible, the paper identifies that the DSS must contain three major dimensions of decision context, indexation context, and evaluation with policy connection.
