由於資訊科技的蓬勃發展與網際網路的日益普及,資訊科技已成為提升教育品質、縮短學習時間與空間限制、及改善學習方式的有效工具。美國白宮在2009年發佈的美國創新政策裡,資訊科技在美國創新扮演著基礎建設的角色,將大學教育的軟硬體建設列為指標項目之一。今年2010年的白宮政策演說中,更投資了1,000億美元在資訊科技的創新與應用及資訊人才的培養,可見資訊科技在教育上的重要性。 如何使資訊科技在教育上產生長遠與實質的效益,進而對國家社會產生具體的貢獻,乃是國家經濟成長的重要元素之一,因此政府投入大量人力物力金錢去建置資訊科技融入教學基礎建設,並透過教育政策的制定來清楚訂出資訊科技在教育上的目標,積極推動數位學習落實在各校的學習活動上之應用,提升學習動機與學習意願,並進一步的改善學習策略、學習行為與學習態度,提升學習成效,以培養出軟實力,達到因才施教與有教無類之理想目標,希盼能看見資訊科技應用在教育上的具體成果展現。
With the development of information technology and the prevalence of Internet, information technology has become an effective tool for improving the quality of education, eliminating the restrictions of time and learning space and improving learning methods. In the US innovation policy in 2009, the white house proposed that information technology plays a foundational role in US innovation. Therefore, the US government takes the construction of universities' hardware and software as one of the key performance indicators. In the policy speech made in 2010, the US government even plans to spend $100 billion on the application and innovation of information technology as well as nurturing the talents in information technology. One of the important factors to promote the Nation's economic growth is to make information technology has long term benefits on education and further make great contributions to the society and country. Thus, the government spends a lot of human resources, money and resources to develop information technology integrated instruction. By making education policies, the government set the goals for applying information technology to education. The government actively promotes the schools to carry out the application of digital learning in learning activities which may in turn enhance students' learning motivations and willingness, improving students' learning behaviors and attitudes as well as better students' learning effectiveness. The government hopes that the application of information technology to education can develop students' soft skills and achieve the goals of teaching all comers without discrimination and teaching students according to their ability.
