The local governments were subdivided into five special municipalities and seventeen counties/cities has been an important change for public government. However, this transformation was aiming at administrative optimization and did not address the child rights and benefits. Therefore, the social welfare sector must be watchful to protect and improve children benefit during this important change. Moreover, the general tendency in child welfare field is to focus on disadvantaged families and child protection. Compared with those two subjects, there is a lack about child safety issue in the discussion. This topic also faces big challenges. In 1992 the Jiankang kindergarten had field trip with a tour bus. During the trip there was an accident in which the bus caught fire; 23 persons died. Although the government is beginning to care about child safety since then, children are still threatened by all kind of injuries. The budget for the safety of children and teenagers is small for various reasons: the central government and the local administration have different policies and priorities for spending money and local governments are too dependent on central sources of income. Furthermore, there is a widening gap between rich cities and poor rural areas; in rich cities the politics are driven by public opinion - so usually the money is not spent on child safety. In rural areas there is not enough money in the first place, so it is not spent on child safety, neither. Therefore, both rich and poor areas hardly spent money to promote child safety. After observing these issues for a long time, we would like to suggest that the central government strengthens policies and laws about child safety. Moreover, there should be changes in the allocation of resources to allow cooperation and solidarity between cities and countryside so that the issue of child safety can not be neglected.
