關於ECFA早收清單中我方產業可以採行之貿易救濟措施，貿易救濟生口地發展中心係以知識經濟為基礎，結合貿易救濟資訊E化，建立貿易救濟知識庫（庫才）、培育貿易救濟人才（人才）與建構產業自主營運機制（資才）。鑒於國際經貿發展趨向日新月異，本文為由相關文獻，探討知識發展中心之發展現況、營運模式與建構內涵、e化系統環境與網路學習模式、貿易救濟知識創新、人才訓練與師資培育機制，以檢視知識發展中心在現階段我國政府知識業務所扮演角色。最後，將可行之自主營運及績效考核機制建議，作為政府在推動貿易救濟知識業務管運模式之參考，並發揮知識發展中心執行效能與功能。

The Trade Remedy Knowledge Development Center (TRKDC), based on the concept of　knowledge economy, bridged with the Trade Remedy Information System, is built to establish trade remedy knowledge data base (Data Resource), train people with trade remedy skill (Human Resource), and construct the industry's autonomous operation mechanism (Financial Resource). According to the persistent changes on the international commerce and trade trend, this paper attempts to investigate role of TRKDC on our government knowledge affairs by researching its current implementation situations, modules, and contents, its information system environment and e-learning patterns, its knowledge innovation, person training and teacher education mechanism. Finally, the paper provides practicable suggestions about autonomous operation and operation evaluation system for government's reference on implementing trade remedy knowledge affairs and then, exploiting the TRKDC's administration efficiency and function.
