可以想像未來雲端科技的供應與收費就像水、電、瓦斯一樣重要又合理嗎？根據美國國家標準與技術研究院（National Institute of Standard and Technology, NIST）對於雲端的定義，雲端具備五大基礎特性（NIST, 2011），包括隨選自助服務（ondemand self-service）、隨時隨地用任何網路裝置存取（broad network access）、多人共享資源池（resource pooling）、快速重新部署的彈性（rapid elasticity）、被監控與量測服務（measured service），也就是說，只要在有網路的地方就可動態分配系統資源，讓多個使用者可以透過簡易的介面，隨時且快速的享用不同資源規模的服務，使用者不需要考慮安裝軟硬體的規格或標準，在以計次或計量收費（Pay As You Go, PAYG）的契約制定下，雲端服務供應商可隨時監控使用者需求，隨時擴充科技軟硬體需求，滿足不同使用者的不同需求。
