歐洲聯盟（下稱歐盟）為當前國際社會上最大之經濟體，同時亦為世界上石化燃料消耗之第二大經濟體，在此背景下，其能源政策之推動以及相關法制之建構歷程值得吾人分析與研究。近年來歐盟能源政策與法制之發展主軸，就能源政策白皮書與綠皮書、指令規範乃至於里斯本條約觀察下，可得出「強調內部能源市場整合」、「促進能源效率」以及「發展再生能源」等三大目標，因此，本文將就其有所整理研究，希冀對我國能源法制與政策發展下有所啟發。
As the largest economy community in the world , European Union (EU) is thriving for energy, which energy policy and legislation deserve our research and analysis, In this article, we introduce the history and development of European Union energy policy and legislation, such as “Green Paper”, “White Paper”, “Directive” and “Lisbon Treaty”, and we found the three main goal: promote the interconnection of energy networks, promote energy efficiency and promote the development of Renewable Energy.
