表決模式乃國際組織之一項重要議題，足以影響會員國利益，以及國際組織決策的效率、公平性，治理的正當性及民主性，進而攸關國際組織功能發揮與信譽建立。WTO 除了延續 GATT 時期共識決之表決模式之外，於不同情況亦得依三分之二或四分之三多數模式進行票決。本文將研析 WTO 表決模式的概念、發展、種類，意涵及成效；並歸納主要發現，檢視 WTO 是否得以發展為一種特殊表決模式，成為其他國際組織決策與治理的典範。

The voting system is one of the core issues of international organization, which will significantly affect the interests of its member states, and the efficiency, fairness, legitimacy of the organization and also the achievement of its function and the establishment of its credit. The WTO applies different voting model to its decision. In line with the conventional model of consensus developed by the GATT, 2/3 OR 3/4 voting models are also used in different decision by the WTO. This paper examines the concept, development, types, significance and impacts of the WTO’s voting model. Finally, the paper considers whether the WTO’s voting system setting out a sui generis model for other international organizations and global governance.
