The voting system is one of the core issues of international organization, which will significantly affect the interests of its member states, and the efficiency, fairness, legitimacy of the organization and also the achievement of its function and the establishment of its credit. The WTO applies different voting model to its decision. In line with the conventional model of consensus developed by the GATT, 2/3 OR 3/4 voting models are also used in different decision by the WTO. This paper examines the concept, development, types, significance and impacts of the WTO’s voting model. Finally, the paper considers whether the WTO’s voting system setting out a sui generis model for other international organizations and global governance.
