Due to shortage of police force in Taiwan, the communities often organize the citizen patrols to be responsible of their own safeties. The citizen patrols usually carry wireless radios or cell phones. At the emergency, they will contact the call center and then the call center will report to local police or rescue units. This sequential process will waste a lot of valuable time. Besides, a remote area is normally not able to inform the location correctly. Thus the support personnel cannot arrive at the scene of incident on time. We propose EIMS, an Emergency Incident Management System for Community Safety Services. EIMS connects citizen patrols to police units directly. At the emergencies, EIMS will reduce the times of communication. In Taiwan, there are already five citizen patrols integrated into EIMS protecting more than 1,500 residents.
