Taiwan’s first freeway high-occupancy vehicle (HOV) lane will soon be completed in 2012. Through foreign experiences, it is recognized that enforcement is a key factor of successful operations of HOV lanes. This research compiled HOV enforcement theories and practices in the United States and Canada, and analyzed the characteristics of occupancy identification visually by the police and technologically by automated devices. Enforcement issues were proposed not only generally within the local traffic environment scheme but also specifically for the first freeway HOV lane in Taiwan. Countermeasures were developed on such aspects as enforcement strategies, training, engineering planning and design, operations management, penalties and fines, and technology enforcement. The research is expected to assist establishment of the freeway HOV enforcement system in Taiwan.
