為瞭解2008鹿港慶端陽節慶活動之接駁計畫實施成效，本研究以調查推估方法，調查推估計算參與鹿港慶端陽活動之接駁車搭乘人數與車流量，比較有無實施接駁計畫下，交通與環保績效的差異。接駁計畫確實有助於降低車流量、提升道路服務水準、減少能源消耗與溫室氣體排放。本研究所提出之成效分析程序、項目、指標有助於節慶活動主管機關與承辦單位具體檢視接駁計畫實施成效與修正計畫內容，極具實務應用價值。

To analyze the effectiveness of shuttle bus plan, this study surveyed and estimated the numbers of tourists, vehicle flow, passengers by shuttle bus and discusses the performances on traffic and green issue when the administration implemented the traffic plan and access service. The results of evaluation indicated that the traffic plan indeed benefits on the decrease of traffic flow, enhances the road service quality, decreases the energy consumption and reduces carbon dioxide exhaust. This research showed a practicable process and model for public sector to evaluate the performance of traffic plan at each large-scale activity.
