Many university libraries in Taiwan have purchased a variety of databases, but libraries have also encountered serious problems in the shape of insufficient funding and user dissatisfaction. Many libraries want to investigate how users use the databases and how to undertake database evaluation in supporting collection development, selection, and purchasing services. This article aims to construct databases performance evaluation indicators and models in supporting databases purchasing and evaluation. The Delphi research method was used in the study with 22 experts of university librarians from 17 universities to develop database performance evaluation criteria composed of four dimensions and 23 indicators. The four dimensions included database procurement costs, database usage, database content, and database promotion service.
