國家之間的信任、不信任、猜疑是國際關係學者的研究議題，國際關係學者提出各有差異的國際信任觀點，並沒有共同一致的主張，尤其是信任與治理之間的作用關係。全球氣候治理也是國際關係學者的研究議題，全球氣候變遷影響人類生存，需要全球人類集體的關注與行動維護其穩定，尤其是需要全球國家協調合作與信任。目前已逐漸發展若干的規範，但仍無法有效的治理，有學者提出仍需建立信任為先。這涉及到全球治理背後國際關係理論觀點所衍生的推論與結論，特別是國家利益與國際信任之間的關係。現實主義認為利益是先於信任而來，甚至不存在信任，一切以利益為先。自由主義認為國家偏好先於利益，藉由相同國家體制及國際建制而產生信任與合作；建構主義則認為集體身分認同先於利益，相同身分認同而相互建構信任。無論何種理論的國際關係學者在探討國際信任之時，多是主張國際信任有助於國際（全球）治理，即是國際信任能提升國際合作，國際合作有助於國際規範的建立、遵守及順服，國際規範順服意味著國際治理的成效，有效的國際治理就能增強國家利益、國家偏好或國家集體認同。在研究全球氣候治理議題中，都可以選擇不同的理論觀察特定國家或集團國家的國際信任與國家利益之間的關餘，而綜合理論觀點分析全球氣候治理的未來。
Trust, mistrust and suspicion among nations are the research issues of international relations scholars; these scholars proposed varying perspectives of international trust without common consensus, particularly the effects between trust and governance. Global climate governance is also the research issues concerned by scholars, for global climate change effects on human existence needed human collective concerns and actions to maintain its stability, particularly the coordinated cooperation and trust among the nations on the earth. Global climate governance has developed some norms but is not effective; some scholars argued we still need to build trust in advance. This argument involved the inferences and conclusions from the international relations theories behind the global governance, particularly the relations between national interests and international trusts. Realism takes international trust as a matter of national interests, that is no national interests, no international trust. Liberalism takes international trust as a matter of national preferences where one can build international trust and cooperation through the same national establishments and international regimes. Constructivism takes international trust as a matter of national collective identities where one can establish international trust through the same national collective identities. No matter what the theory is, we all agree international trust is beneficial to international governance, that is, international trust promotes international cooperation, and international cooperation is beneficial to building, obeying, and complying with the international norms. And, compliance of international norms means the effectiveness of international governance, and effective governance increases national interests, preference and identity. In researching global climate change issues, each theory can be selected for observing the relations between international trust and national interests in particular countries or a bloc of countries, through theoretical synthesis to analysis the future of global climate governance.
