本文從蘇格蘭爭取獨立、與英格蘭合併的歷史發展歷程，以歷史制度論途 徑，歸結出影響蘇格蘭統獨取向者，為「民族主義」與「經濟利益」二個對立 因素。並論證蘇格蘭議會（委任政府），對蘇格蘭近代民族主義的發展，以及 2014 年蘇格蘭獨立公投的確定，扮演重要角色。本文並透過分析《蘇格蘭的未 來：蘇格蘭獨立指南》白皮書之主要爭點，以及西敏寺對獨立公投之反制政策， 驗證上開兩個因素。
The essay reviews the Scottish history between independence and union with England, and finds that the independence-union preference of Scottish is dominated by the nationalism and the economy. The essay employs the historical institutionalism as the methodology. Moreover, the essay finds that the Scottish Devolved Government plays an important role in stimulating Scottish nationalism and obtaining the referendum right from the UK cabinet. Through analyzing the white paper of the “Scotland's Future: Your Guide to an Independent Scotland” and the anti-independence policy of the Westminster, the essay tests the factors between nationalism and the economy.
