在歐盟里斯本會議中，會員國針對歐盟條約（TEU）第五十條提出修正案，對於歐盟會籍議題做出重大變革－即准許會員國提出退會申請，這項重大決議讓歐盟未來的組織發展出現「閉合並存」的會籍政策，也可能使當前「只進不出」的堅實同盟成為歷史，讓世人開始質疑歐盟未來會走向剛性或柔性組織？是以此修正案不但會影響未來歐盟發展的前景，也勢必影響歐洲國際政經局勢的發展。一旦歐盟出現成功的退會申請，將會影響其他會員國繼續支持歐盟運作的決心，其原因在於里斯本條約允許已退會之會員國，繼續參與除了決策以外的歐盟國際事務活動，准許前會員國與歐盟會員國享有一定程度的貿易優惠。如此一來當退會申請國日益增多，恐將不只傷害歐洲地區的穩定，亦會折損歐盟對全球的貢獻。本文援用新現實主義理論及單一個案研究法，剖析歐盟在里斯本條約框架下，未來會員國之退會可能對歐盟政治發展的影響，並探討歐盟會員國出現退會情況時，對於國際政治所帶來的效應。

According to Article 50 of the Treaty on European Union (TEU) amended by the Lisbon Treaty, European Union (EU) member states are granted the right to leave this regional union. Since Article 50 has been formally ratified, no single member state except the United Kingdom has left the EU. Nevertheless, the political situation in Europe has changed and no one can predict whether all the EU member states will forever remain together.Since the Amendment of Article 50, member states have the option to stay in or opt out of the EU. It is questionable whether the EU is presently moving towards a cohesive union or one that will fracture and break apart in time.The paper consists of the following three sections: first, a study of the impact this new Amendment has on the future political development of the EU; second, an analysis of the procedure of access to and withdrawal from the EU in the context of the amended Lisbon Treaty; third, an examination of the impact an exit of any EU member state has on international politics.The theoretical framework of this paper is based on Neorealism, analysing the issues of EU member states' access and withdrawal, applying the Single Case Research Design methodology for the research.The contribution of this paper is to shed light on the impact of the EU's world status and the consequential change in landscape of European politics should one member leave the Union. It attempts to show a possible domino effect on other members' withdrawal as well. The paper reveals that some EU member states were planning to leave the Union before the enforcement of the Treaty of Lisbon came into effect due to various reasons such as unfair allocation of national interests or maladministration. It must be noted that even though if one EU member state leaves the Union, it still has the right and opportunity to cooperate with the grouping. However, the former member state cannot enjoy membership rights if it does not fulfill any EU obligations. The paper concludes that any member states' breakaway from the EU may not hurt its interests as it is able to continue multi-dimensional cooperation with the EU. Should such a situation eventuate, the EU's role as a global player will not only be undermined but will also result in the EU's diminished contributions to issues of international security and peace.
