題名:因應臺灣風機抗爭事件之課題與對策分析--以中部區域為例

本研究透過文獻回顧與個案分析,以彰濱工業區與苗栗縣苑裡風機抗爭事件為研究個案,並藉由Google Map實際量測中區風機與居民住宅的距離,分析民眾對於風力抗爭的課題對策。依據研究 結果,臺灣風力抗爭包含四大課題,分別為 (1) 風機位置鄰近居民住宅,影響民眾生活 (2) 風機位置鄰近道路,影響車行安全 (3) 風機設置影響民俗風情(風水文化) (4) 風機規劃設計階段民眾參與程度較低。對策包含短期可強化噪音處理措施、加強風機安全宣導、改善風機機組結構、設置道路警告標示;長期可通盤檢討風機位置、透過說明會或聽證會加強民眾溝通、推展市民風場與社區風場的營運方式強化民眾參與程度。
This study had used literature review and case study to collect data. The cases of Changpin Industrial Park and Miaoli Yuanli resistant events were selected as case studies. This study had employed Google Map to measure the distance between wind turbines and housing, and had also conduct the analysis of issues and strategies about the resistance cases of wind turbines. The results showed that the followings were important issues: (1) the location of wind turbines adjacent to residential areas, (2) the location of wind turbines nearby roads, (3) the wind turbines affect local residents’ culture and lifestyle, and (4) the lack of local residents’ participation. This study had presented short-term strategies include strengthening noise processing measures, promoting the security of wind turbines, improving the structure of wind turbines, and setting the road warning sign nearby wind turbines. The long-term strategies presented include overall reviewing the location of wind turbines, holding public hearing and facilitating residents or community wind turbines operation organization to enhance public participation.
