一業獨大的博彩業對於澳門經濟民生具有決定性影響。近年來，博彩業的高速發展吸收了低收入的勞動力供給，增加了高收入的工作崗位的數量。在工作收入方面，博彩業的發展衹是推動了低收入行業的收入上升，對高收入行業的影響不大。考慮到博彩業在就業和財稅方面的影響力，政府不宜對博彩業採取直接的限制措施，而要利用盈餘財政資金，積極引導社會資源多元發展，探索新興產業的培育和發展，致力於開拓澳門經濟多元發展的新局面。

The gaming sector has decisive effects on the economy and livelihood of Macau. The rapid development of the sector in recent years has absorbed low-income labour supply by creating jobs with higher income, meaning that the gaming sector only promotes an improvement of low-income economic activities without impacting on high-income activities. Given the influence of the gaming sector in employment and public revenue, the Government is not recommended to adopt direct measures to restrict the growth of the sector, but rather to use the existing surplus to positively promote diversification of social resources by exploring emerging industries.
