Child abuse is not only an abnormal social phenomenon, but is also a behaviour that severely endangers the health and rights of children. It is therefore necessary to regulate it through legal means. Such legal regulation in Macau is mainly reflected in the Criminal Code and Regimes of Education and Social Protection, which has been clear, targeted and systematic. Technically speaking, such legislation reflects both humanism of the East and the concept of parens patriae of the West. On the other hand, child abuse prevention legislation remains scattered, and unclear expressions of indictments are the problems existed, owing to legal translation and delays in legislative constructions.
