The idea of rebuilding ‘Non-regime Municipal Organ’ is put forward by Macao SAR government recently, which initiates a hot social discussion. This study trances the municipal history of Macao briefly, analyzes the current needs for municipality reconstruction mainly in the perspectives of community governance and provides the municipal institutional design generally. This paper argues that under the condition of great changes in post-1999 Macao, the reasons of rebuilding ‘Non-regime Municipal Organ’ not only lie in meeting the requirements of Basic Law of the Macao Special Administrative Region, but also deeply root in the need to manage the increasing community conflicts. Restoring the ‘Non-regime Municipal Organ’, the nature of which is middle-range design in political system, is the possible way to achieve good governance in local community and reduce pressure in Macao politics.
