From “The diversified employment of China's armed forces” to “China's Military Strategy,” they all refer to China's armed forces how to meet the needs of its security and development interests. In addition, traditional and non-traditional security challenges interweave and interact. As the China's Military Strategy not only effectively secures China’s overseas interests, but also safeguards China’s security and interests in new domain. That is a complex of security trend in “One Belt, One Road” building. Facing the rising terrorism and transnational crime threat, if China adapts Special Operations Forces (PLA combat missions and operations abroad) to counterinsurgency, its capability will be raised arguments and whether interfere in other country affairs or regional security. Relatively, when SOF limits in peacekeeping, it will be contrary to earnestly fulfill its international responsibilities and obligations. In fact, China has adjusted policy and strategy deployments in the diversified employment of China's armed forces in order to provide security guarantee and strategic support for “One Belt, One Road” building. Obviously, China needs to discourse its legitimacy on regime ruling, national sentiment, and expanding foreign policy by means of the diversified employment of China's armed forces.
