The purpose of this study was to investigated the new residents in Kinmen as the research subjects, in order to understand the basic information of new residents, explore the differences in vary backgrounds new residents in free time management, leisure participation, and leisure constraints, and also analysis the correlations among free time management, leisure participation, and leisure constraints. The questionnaires were sampling 288 new residents in Kinmen, the statistics methodologies were factor analysis, one-way MONAVA, and Pearson's relationships analysis. The results reveled that there were significant difference among ages, years of coming to Taiwan, occupations, numbers of kid, age of little kid, monthly averages income, transportations in free time management, leisure participation, and leisure constraints. The recommendations were adjust the individual's free time and control positively, rise the welling of recreation activities participations, reduce the variables of leisure constraints, allocate the free time and remove constraints to participate leisure activities.
